Nicola Soranzo 0e04fafd3a Add CIBW_REPAIR_COMMAND env variable
to allow different options for auditwheel/delocate, alternative
commands and a future Windows equivalent.

Fix https://github.com/joerick/cibuildwheel/issues/191 .
