Lele Gaifax 9b31b5e6c9 Add support for Python 3.7
This enables building binary wheels for Python 3.7, now at its rc1 release.

It is included in the latest manylinux1 Docker image, see https://github.com/pypa/manylinux/pull/196.

Accordingly to https://www.appveyor.com/docs/build-environment/#python it is not yet available on Appveyor.

- 🐛 Fixed a bug that was increasing the build time by building the wheel twice. This was a problem for large projects that have a long build time. If you're upgrading and you need the old behaviour, use `CIBW_BEFORE_BUILD={pip} install .`, or install exactly the dependencies you need in `CIBW_BEFORE_BUILD`. See #18.
