line

This ensures that the python that installs is the same python that
should execute the module (this sometimes isn't true on macOS because
the python.org installs that cibuildwheel makes take precedence over
the system versions)

Joe Rickerby 5187633e26 Add the --no-download flag to virtualenv, to prevent it getting the latest 
version of pip, setuptools, wheel from PyPI on creation.

Virtualenv will use bundled version of those tools instead
