+ urllib2 doesn't exist in python 3 - import from urllib.request instead
+ for linux builds open docker process with universal_newlines; this
opens a pipe in 'text' mode using the default preferred encoding

Don't audit or delocate wheels that are dependencies of the package
...
Wheels that are dependencies are also output by `pip wheel`. These can
cause auditwheel trouble, and we're not interested in them anyway
