Joe Rickerby 3bf1908dcb Don't bother pinning OS images for Github Actions 
Fix #1612

The hassle of updating these pins (both for us and our users, most copy our documentation) seems to outweigh the benefit of the pin. The truth is that they're not really pins anyway, Github update them all the time, and they don't work for historical repeatability because old images are retired all the time.

Joe Rickerby b142b09e22 ci: make GHA pre-commit check a precursor to main test (#624) 
* Remove GHA pre-commit check

This check was the same as the check performed by pre-commit.ci, except that the pre-commit.ci is a bit faster and can fix some issues itself, so I'm removing the GHA one in favour of the pre-commit one.

* Add back precommit check and use it as a precursor

This will prevent us wasting CI time on builds that failed precommit
