Joe Rickerby caeb0c23cc Remove pytest-azurepipelines for now 
Test errors in Azure are all printing KeyError: 'reason', it seems to be an incompatibility between pytest-azurepipelines and pytest-xdist. I've filed a bug here: https://github.com/Azure/pytest-azurepipelines/issues/71

in the meantime, I'll disable this plugin.

Joe Rickerby 57800921c5 Don't attempt to test CPython 3.8 wheels on Apple Silicon. (#1171) 
I've added a warning for users, so they know that it doesn't get tested.
See discussion in #1169 for the reason why.

Joe Rickerby e50075b96f fix: expand the catch statement on util.download to be more robust (#1173) 
URLError and SSLError both subclass OSError. Should prevent random
network errors like this from breaking the build

Joe Rickerby 1d2e5d5d8f Rename DockerContainer -> OCIContainer, and a few other things 
OCIContainer.container_engine -> OCIContainer.engine
OCIContainer.docker_image -> OCIContainer.image

Variables that refer to 'docker_images' have been renamed to
'container_images'

Joe Rickerby 6a371aca73 Refactor the tests to use --run-docker and --run-podman 
Simplified test setup using a parameterised fixture. The VFS test
is now just a single test that handles its own clean up.

when calling like 'python -m cibuildwheel', we get errors like

                   [--print-build-identifiers] [--allow-empty] [--prerelease-pythons]

With this change, we get error outputs like:
